Yarra approves Smith Street Interim Structure Plan
Yarra Council endorses Smith Street Interim Structure Plan, asks Planning Minister Hulls to approve it urgently and 'call in' Banco's Smith Street plans …
Yarra Council writes to Planning Minister Rob Hulls with its endorsed Smith Street Interim Structure Plan, requests its introduction as an interim amendment to the Yarra Planning Scheme, and seeks the Minister's urgent consideration of this amendment. Council also reiterates its resolution that if the Minister refers the Interim Structure Plan to a Panel, it be considered concurrently with Banco's planning application (PL03/1407), and requests the Minister use his powers to call in Banco's application. Council advises the Minister that the interim controls were developed in accordance with State Government guidelines and the planning policy Melbourne 2030.
Council's 'Design & Development Overlay' (DDO), the basis of the interim controls, spells out 'design objectives' for the Smith Street and Wellington Street Precinct. The area is bordered by Victoria Parade, Wellington Street, Johnston Street and Smith Street. The interim controls will operate for the two years it will take Council to develop a full Structure Plan, and specify maximum heights and setbacks for new development, and will allow:
- Smith Street general - maximum heights of 9 metres or 2 storeys;
- Banco site on Smith Street - maximum heights of 11 metres / 3 storeys on the street frontage and 18.4 metres / 6 storeys at the highest point;
- Multiple high rise towers on Banco site on Smith Street;
- Banco site on Little Oxford Street - maximum heights of 11 metres / 3 storeys with setbacks.
